vibrant lights? Is that something in Photoshop? or did I miss something here.

It looks to me like he started out in Illustrator for the base shapes, although maybe he used sinedots for them, and then applied a lot of blurs and color dodge to get those looks.

It doesn't look to me as if he started it in Illustrator, more like from a raw photo of vibrant lights and then motion blur it..8)2

I THINK by "vibrant lights" he means photos of different bright LIGHT BULBS or perhaps LEDs.

Unregistered: If you just want a quickie, don't forget to try Glowing edges and then motion blur. See the corner photograph in gold. It's from a site I subscribe to, the original action is in the photo so I just ran it throug the above filters. More care could be given but time isn't available to for me. If you wanted to start from scratch you might try making the lines using narrow brushes and then run through filters per suggestions here and by others. Remember also, the dodge tool can brighten neon.
