Looks like an oversized font with an embossed layer style, and custom brushes to make the circular and starred patterns inside. Custom brush for the sequin outline, too, but I can't figure how they got the custom brush stroke...Illustrator, perhaps?

hey madster, you can stroke text with a brush fairly easily in photoshop too. ctrl+click on your text layer to select it. grab one of your selection tools and right click within your text selection. then go down and hit make work path. select the brush you want, and go to the paths palette. in the bottome left there should be a circle icon. hold your mouse over it and it should say "stroke path with brush". make sure the brush you want is selected and hit the button. presto! stroked text.

Thanks for that tip, Autizmo! That was the only part of the effect that was escaping me...

I love learning something new about PS after all these years, and there's still TONS left for me to learn, seems like;)
