Look at the bright size of the shirt with no marks..or you can remove them using Persil…sorry kaydoo couldn’t resist those..
Well actually this is more about cheating than correcting this the fastest thing I thought about darken the problem areas a little bit and masked a little bit.

Hi, and Welcome to PST, Kaydee!
I suggest a work of surgical precision and patience (unlike the rushed up, sloppy work I did here), using the clone stamp tool set to colour, or luminosity, and even sometimes normal, to grab clean colour values from other stripes of the shirt...

You see Pierre main problem is the texture of this cut-shirt maybe it would work if one changed the color and make it solid.

Hi Kaydee, and welcome.
Try to isolate the problem before working on a full image.
If you look at the Channels one at a time, you will see that the Red shows the darker damp patches.
If you work on this channel with the Dodge tool to lighten and blend the patch, you will clean up the shirt. Use a small soft brush with low opacity and take your time.
There is more information on this type of repairing on this thread here:

The animation I've put up here shows a quick shot at Dodging the Red Channel.
Hope this helps.

You could also make a selection around the dark areas and feather the selections (about 5px), then add a new Curves adjustment layer, which will automatically create a mask for the selected area. A slight curve adjustment upward will balance out the brightness. You can then touch up the mask with soft, medium opacity brushes of white and black.
This isn't perfect, but it's a quick example:

This is five minutes working on the channels of the original file. (Downloaded Ammaro's file by mistake)
Just used the Dodge, Burn & Sponge on the individual channels. There was more info in the original file.

Thanks. That is cool with the Channels and the Curves Adj.
