Hi, i'm new here and was wondering if anyone could help me out?
I think everyone knows that if I copy a fragment of an existing image, and pasted it into a new image in Photoshop, it will create a new layer. The question is how to resize the layer to the dimension I want. I know how to do it in Photoimpact but I didn't know how to do it in Photoshop. All I can find in Photoshop is the "Resize Image" option, which isn't exactly what I wanted. For now, everytime I want to resize any layers in psd files, I have to open it in Photoimpact (the program support photshop files too) and resize the layer with it, save and reopen it back in Photoshop.

In Photoshop it's Edit>Tranform or Free Transform

A layer is in essense infinite in size, so the term 'resizing a layer' is strictly not correct. What your actually doing is resizing the object (s) that reside on that layer. Notice for example that when you use the transformation tools, the transformation box (handles) that surround the object are localized to that object.
Also be aware that because a layer is inifnite, data can reside on that layer that is actually outside of the canvas dimensions (in effect invisble to you). This can of course add considerably to the file size of your .psd if you are unaware of its existance.
To remove this extraneous data you can SELECT--ALL and then IMAGE--CROP.
Finally when you transform (or move for that matter) you can link layers together, so that they also transform (or move) in sync with the work layer.

you can find in the ADOBE FORUM (http://www.adobeforums.com/cgi-bin/webx?50@102.hTsPaPRMmsv^21081@.ef5c1c9/3) that the file limit is 30000 pixels
But your point is right otherwise...

Hi, but when i try to use the edit>transform option , the option is greyed out when I tried to select it with the layer I want to crop highlighted. It only selectable if I want to resize images which layers have already flattened out or *.gif and *.jpeg files,

I think there's some minor confusion here...

You do not want to be trying to use the CROP tool to resize an image (found within the IMAGE menu). What you do want to use is the TRANSFORM command, found within the EDIT menu - (along the top of the program window).
If you're using PS6, try this...
1) click the name of the layer you wish to resize.
2) press Ctrl/Cmd+T; or open the EDIT menu and choose "Transform/Scale...". A box should appear around your active layer's contents, or around a specific object you may have select on a layer. There will be 8 control handles fixed to the edges of the box around the object/image.
3) to scale the object/image evenly on all sides (proportionally), hold down the Alt/Option key and click'n'drag one of the corner handles inward or outward. When you're done resizing, press your Enter key; or double-click your image.
