I'd like to be able to do this

All the tutorials I find tell me how to Halftone the edges of an image or just how to halftone a shape/path. 5||
I need to know how to halftone an entire photo like the one above.
Anyone know how?

Have you tried using the halftone filters?
I've used Pixelate / color halftone all channels set to 45 in the past...
(just greyscale or desaturate the image first)
or maybe you can use the sketch / halftone pattern (make sure your default colors are BW)
Things like this is where PaintShop is actually easier then PS.

Halftoning has been argued, er discussed, many times on these boards and I feel sure that a forum search will be a richly rewarding experience for you.
If after reading what has already been written, you have extra questions then by all means ask away.

That would be the way to produce that particular type of halftone found in the sample image. The Sketch > Halftone Pattern filter produces a constant pattern, in other words, the 'dots' (which are more square-ish in this filter) stay at a constant size and distance from each other.
I just recently posted a thread here (http://www.photoshoptechniques.com/forum/showthread.php?t=17066) of a couple website layouts I'm working on.
The 2nd one uses a lot of halftoning - and I've found a lot of different ways to get a lot of different looks.
The way I do it:
Copy the highest contrast channel if it's an RGB image. If grayscale, just copy the gray channel.
Boost contrast on that copied channel alone, using levels or b/c.
Go to Filter>Pixelate>Color Halftone.
Keep in mind the smallest radius is 4px, so it won't work well on lo-res images. Since you're going to halftone it anyway, resizing in a few steps won't hurt you much. An 8x10 @300ppi using an 8px radius is a good place to start.
Command select the channel, inverse selection, go to layers, create a new layer and fill the selection with whatever color you want. Deselect.
Trash your original photo layer, or fill with white.
Fill in the solid black areas with a hard edge brush and clean up the pure white areas, if necessary.
Since you get nice clean dots, you can easily turn them into paths and paste into Illustrator if you need it in vector.
