Transferring Layers to a New Doc?

Hi, i made a webpage using PS...and have now decided that i want it in frames (using dreamweaver)...
So now im trying to separate the layers (the header from the navigation)...
so that I can export them as two separate images to imageready and then save as two separate parts to import each into its respective dreamweaver frame. However, im not finding this as easy as it sounds...my problem is trying to separate my currently one image (with numerous layers) into my wanted separate header and navigation images.
So, if anyone has any suggestions for a better of way doing this or how i can transfer the layers (my navigation or header) from my current image into a new image...then please help me.

Command/Ctrl click on the layers you wish to duplicate to select them. Then right-click/control-click and hold on the name of one of the selected layers. Choose "Duplicate Layers" a dialog will pop up. Choose "new" from the dropdown menu and click okay. There ya go.
