Is there a way of adding a new brush to your brush palette in
PS 6 and have it inserted into a specific location on your
pallete, instead of having it added to the end of the brush list?

For now you can build your own brush set by editing an existing one and saving it under another name. This is labor intensive but will get you what your after.

Select any brush set and delete the brushes. Option/Alt click on the brushes to delete them. You won't be able to delete the last one so choose a set that has the first brush you want and delete everything else. Now add your custom brushes in sequence and save the file under another name.

Not very elegant but it is what we have for now.
